The first of couple of seconds after mounting the horse are unbearable, utterly unbearable. It seems like you summoned the horse from its deep sleep, and it needs 2 mugs of coffee to even walk, let alone sprint.
Steps to reproduce:
- I summon horse, insta mount, say in a city
- Move cursor at the edge of the screen and click furiously (let’s not talk about how utterly useless distance-speed mecnanic is, as if anybody ever wanted to move very slowly, except people showing off their mounts before WB fights)
- Endure 3-4 seconds of utter agony, despair and frustration to make horse run at a normal speed, as in what’s allowed in cities
I’ve been joking around that I can run faster than this horse, and I don’t mean my buffed up barb, no, me, the IRL anona, not a sprinter, just your avg middle-aged man, can frigging run faster than this horse! 
And can you please fix these while at it:

Remove cooldown: There is no extra immersion or useful game-mechanics of having a CD. The CD is just annoyance for the sake of annoyance.

Make horses outrun flies which slow you down: In no world, flies can be faster than a horse, even demonic ones at supersonic fighter-jet speeds.

Remove roadblocks or make horse just trample over them. It’s a horse, not a tricycle.
The CD makes roadblocks twice as annoying.

Make all ledges jumpable by the horse: There’s one path from Imperial Library towards south and there’s a ledge where you cannot jump over but gotta dismount, jump over and wait for CD, whereas on another ledge in Hawezar with same screen distance, the horse can hop over without problem. What gives?

Give the horse a better pathing: Pebble on the ground blocks you, you click behind it, and poor horsie cannot run around the pebble. Oh noooo, it’s stuck forever now

I have the same problem and it’s very frustrating (the slow/stuttering).
It seems more likely to occur if any of these is true:
- Mounting while within the city
- Clicking before the horse accelerated movement on mounting is done with it’s animation
- I play a druid
Note that the above are not requirements just things that have correlated with higher likelyhood of running into the issue.
In addition i need to +1 on the pathing, the horse should just go in the general direction i am pointing it and find a way around grass of leaves without me having to give it 32 step instructions to do so.

Tired of the Horse “moonwalking” for the 1st 10 seconds after summoning.
Tired of (on PC) the cursor distance affecting speed at a large radius. Make the “speed circle” tighter. I have a big monitor and my cursor is literally 12 inches away from my horse which makes it very weird to steer, especially with the clunky animation/controls to begin with.
TLDR: Revamp the horse.

Get a freaking controller lol. Push button, mount horse. Hold stick in the direction you want to go, horse go brrrrrrrrr.

yesterday i was in the middle of nowhere trying to use the sprint and i kept getting the message, you cant do that in town…
I was in the middle of nowhere! no town was even close to me…
They should allow you to sprint thru towns anyways, i didnt see any speed signs posted in any of the towns - no galloping allowed

I’m a big proponent of improving the horse. I don’t really feel a horse should be in a Diablo game unless it has significant combat abilities. If I made my own arpg, I would try my best to make everything in the game related to killing monsters and getting loot. I would be able to kill and loot things in the open world on my mount. I will be able to get all crafting materials by killing things. Any type of travel would involve killing and looting.
And if I got knocked down from my mount, every monster I killed would lower the cool down of my mount ability. I think that would be a nice touch.
Try plugging in a controller and use your horse and you’ll figure out why it’s so bad on pc. Night and day difference. No random slow downs or stops, no getting caught on invisible rocks and walls.
It was obviously designed for console and controller, and pc pathing and controls were an after thought.

The whole game is designed for console, that’s why you can only use 6 skills, there are many emotes and voice chat, but no text chat channel. Blizzard serves shareholders first, then mobile phone users and console users.
I have that issue sometimes too. I mount in a city, but it won’t allow me to speed up even when very far out of city until I dismount, then remount and I can run.
Riding while mounted feels like trying to drive a car with a faulty gas pedal that works half the time, one wheel missing where the car hits curbs as it makes turns, and cruise control that’s stuck at 30mph. And trying to do all that through very narrow streets of a busy city.

When summoning the mount it jerks you into what seems like a random direction (probably the direction you’re facing). You end up at a different spot then when you activated the mount. Don’t see any usefulness here. Recommending to not have additional movement when summoning the mount. If you’re standing still, retain those coordinates. If you’re moving while summoning, continue to move that direction and start moving faster once the mount is active.

For several seconds after summoning the mount, and also randomly as you ride, it moves at a super slow pace. It walks, not runs. It feels that letting go of left-click to make the mount stop and then hold-clicking again to resume traveling fixes this.

Unnecessary 1-second long mount turning when riding, pulling up to click on an ore/herb node, and hold-clicking somewhere else on the map to resume riding. Ride up to a node, click on it, click on stuff that it dropped, click somewhere on ground to ride there - it takes 1 second for the mount to turn that direction before it starts moving.

Randomly gets stuck as you’re riding close to an edge, or sometimes even what looks like open land, requiring to play around with the mouse pointer while hold-clicking to make it go in some other direction to get unstuck and resume normal riding speed.

Sometimes as you leave town while mounted, after you cross that invisible town boundary when you should be able to hit Space to ride faster, it doesn’t work and tells you that you can’t do this in this area (same behavior as though you’re in a town).

Follow up to the above: Why not give the ability to ride fast in town?
It feels that with the way the mount is currently implemented is supposed to bring realism - horse hits an edge of the land and needs to slow down, you need to turn the horse around before starting to move into the opposite direction, you shouldn’t ride fast through town full of people, etc. I feel that it’s a good idea in theory, but in practice only providing hindrance.
My overall recommendation is to change the code so that the following things happen when you summon the mount:

Your movement speed changes from 100% to whatever the mounted speed is.

Change animation from character to character on mount

Keep the controls / movement patterns the same. When running on foot (no mount), none (or most) of these issues are present.
The horse has it’s issues and I mostly agree with you but the cooldown doesn’t need to be removed. The cooldown is fine.

What is a good reason for the cooldown? It cannot be immersion or realism. I cannot think of any, except having a cooldown for its sake.

These devs have apparently never even seen a horse in a movie, let alone in real life. Horses are POWERFUL creatures. They do not fear tiny obstacles they can easily jump over, they can plow through men (which is why they were feared in war, you know “the calvary”?), they do not prance all of the time and can actually run fast even over difficult terrain, they can carry more than their rider and are used as pack animals, they can run for more than a tiny sprint (in fact many hours at a time), they are intelligent, etc.
It’s really not all that bad on pc.
Except it is, for me and some other people. That’s the point of giving feedback and the nature of features which weren’t tested widely: Just because some don’t have the issue, doesn’t mean it doesn’t exist for others.

Yeah the horse is definitely one of the worst experiences in this game, and probably the absolute worst mount I’ve tried in the last 20 years in gaming.
And the very same pathing issues on the horse exist for the player character as well. So it goes a lot deeper than just the horse. There is just something that is fundamentally broken with pathing in this game.

If possible, load up the PC game Sacred Gold from 2004/5. The horse in that game is the exact same as in Diablo 4, no joke. The controls and speed are awful. If game developers couldn’t make a horse perform better in almost 20 years, then GAWD HELP US!
