if i have increased attack speed, will the fire hydra attack faster?
You can test this against a test dummy in a few ways:
1.) Use unstable currents skill which increases your attack speed. Visually compare against your base speed without UC
2.) Use an attack speed potion. Visually compare against your base speed without the potion.
3.) Do similar with gloves that have attack speed and compare without gloves.
4.) Compare with a dagger that has inherent attack speed bonus to a weapon without attack speed like a staff.
I havent personally tested this, but the hydras should attack faster.

Polishing a turd of a BL build still makes it a turd (albeit polished turd). Hahah. Jokes aside, BL is still a great build and can compete with other builds in t100s. A few days ago i even saw one doing moderately OK against C-level pvp opponents (sorcs only).
Blizzard sorc is a great build, and if youre looking for something more exciting that also works in PVP, Firewall is a stellar choice.

Also Darthtalon is misleading you. Don’t play FW in PvP. It doesn’t work. Just play Barb. 
You don’t want to spend all of your time polishing turds only to realize another class is polishing gold and where attack speed actually means something.
If you have the skeletons of BL Paragon board, suggest maybe trying CL build. Similar boards, just different key gear. So e.g. replace gravitation with tethered. Small skill tree changes, should be very powerful, maybe 80% of what old BL was and just different animations.

I have had several individuals tell me that yes, attack speed increases also increase the attack speed of hydra. I have tested it a few times, tho not decisively enough, and have never seen anything to support this claim.
If hydra attack speed does scale with the character stat, im thinking that it has to be a coefficient; ie
Main stat → 1.5 attack speed, or .5 increase from base
Hydra → .02 coefficient
Result: .02 x .5 = .01; so 1.01 attack speed for hydra.
Idk if this idea is correct; likely not perfect but it would mean that my tests simply didnt increase my attack speed enough to see a difference.

I agree though that Pvp in eternal is 80%+ barb for a reason. There are some rogues, some experimenting with CL sorc only to find out its not strong enough, and then there are two FW sorcs spending 15 hours per day trying to find the secret-sauce build that causes Barb hp to nitro drain in 1 hit. The secret sauce does exist but those who know the secret sauce do not talk about the secret sauce.
