Excessive Stuttering

Hello Im having excessive Stuttering during gameplay the game is almost unplayable for me. The game run perfectly fine on capped 60fps I already put everything to minimum to the lowest settings possible my specs are

GTX 1650 4GB VRAM
Ryzen 5 4500
16GB RAM
SSD~HDD

I arleady updated Drivers
I Installed High Resolution assets
I disabled hardware acceleration on battle net client

Did everything I could, I used a tool to monitor overall system usage and my hardware is not stressed at all, I dont know if the problem is on Blizzard server or it is with my Specs. because I spoke with several users who had really high end pc with specs way above mine and they said the stutters persist too. the point is Im having sttutering on dungeons to the point I kept dying and dying over and over again so. yes I think I will drop the game

The pagefile should be auto on the ssd like the game itself.
Also staters can be due to improper power saving. In the nvidia panel, set it to the maximum performance for the game.

I forgot to meantion I did that before I formated my pc. the game still stutter mostly when using portal and on cities that have high flux of players
