So the game has to simulate how you should
play your build? How does it know if you are using arc lash more than chain lightning? Are you making things vulnerable as often as you can or do you save frost nova for certain packs/moments? How should it factor in resource regen or things like gaining resource when CL bounces off of you?
The game is too complex for the UI to just give you one number that tells you if an item is better. That’s a good thing.
Here’s what I think would help:

When you hover over the different bonus amounts on the UI, it should calculate your total damage bonus against / with that type of thing (so factoring in crits and always-on damage modifiers). This still wouldn’t be perfect because there’s no good place to put “burning and slowed” or w/e, but it would help you evaluate the effect of equipping an item better (when combined with hovering over skills to see how their damage changes).

They should take some of these affixes and give them cooler names like “advantage” instead of “vs cc enemies” to help people distinguish between the affixes better

Put the affixes in a set order

Give some chance for lower-range affixes to roll on an item and reduce the level requirement to the requirement of the most-powerful affix
