I want to love this item. But it’s just not good and has really confusing aspects. I’m going to offer my thoughts on fair adjustments to it.
Esadora’s Overflowing Cameo
[3.0 - 5.0]% Cooldown Reduction
+[7.5 - 12.5]% Movement Speed
+[1 - 2] Ranks of the Shocking Impact Passive
+[15.0 - 30.0]% Crackling Energy Damage
Upon collecting Crackling Energy, there’s a 15% chance to release a lightning nova, dealing [1,626 - 2,098] Lightning damage, increased by 50%[x] for every 100 Intelligence you have.
Rating: D
Rationale: A unique that takes up an amulet aspect slot will have to really shine in order to both be fun and exciting to use while competing with other options. Since this is clearly meant for an offensive style, comparing this to something as simple as Storm Swell, it falls really short. Additionally, the random design of the unique really detracts from its use. In theory, 1 in every 7 CE picked up will create a nova. But because it’s completely random, you find yourself creating novas at awkward times when things are dead or not needed.
Conservative & Radical Suggestions for a Fix:
Conservative: Change Ranks of Shocking Impact to % Intelligence. Not only is Shocking Impact a pitiful passive design already, it confusingly doesn’t fit with the theme of this item. This item wants you to stack intelligence to make the nova stronger yet it also takes up the spot where you can get the most Int. This alone might be enough of a change.
Radical: Change “Upon collecting” to “Upon creating.” The dial for tuning here could be tuned to how many you create. 7, 10, 15? Lots of ways to tune this. But now the item “just works” without having to navigate the environment in hopes of maximizing your damage. An alternative here is “Upon picking up # of CE” which would be a similar result but much more consistent.

Honestly they need to change it to 50% increase per 50 Int rather than 100 or something like that. Wanted to play around with this myself but it’s very lackluster compared to say Xfals. Whereas Word of Hakan on Rogue I enjoy a lot.
I couldn’t bring myself to even try this amulet even when I used BL+Blizzard Spikes mainly because I ran Ice spikes on the amulet and I really can’t put it anywhere else unless I want my spikes to deal half the dmg… and cast half of them because they’d both cost 23% more…
I hope they rework it somehow also, the aspect is just bad unless you use BL and even then you have to move around to pick up the crackling hoping it’d proc… and anyway a unique amulet that doesn’t roll with cdr and mana cost reduction just makes me feel I’m back to level 10 and oom all the time, furthermore, it competes with a 150% power aspect which you can choose… no thanks!
Most uniques and even most ubers I am actively avoiding due to severely underpowered aspects or silly affixes, like where’s the cdr or mana regen on blue rose? where’s the mana cost reduction and cdr on Melted heart? where’s the mana regen on x’fal? When will Oculus stop being random and just give us the teleport enchantment free without cursing it?
sorry ended up ranting a bit… gl finding a way to use this amulet without feeling bad for doing it!
It’s not a sorc exclusive…it has resource generation. Same with Xfals…

they nerfed it to this verison your posting about now.
the OG one had non-physical dmg
and CE needs more a rework to even be viable, even with legendary paragon power, and glyph and stacking non-phys (cause +lightn dmg is only thing that effects its power) fully invested it only hits for 40-60k.
they need to add CE to the skill point menu to spec into it to allow other factors to effect the skill (like close, distance, CC’d, ect)
and NM50s and under shocking impact with a oculus wand slaps (and the teleport unique chest)… you teleport in and teleport alone clears the packs
fair point about mana cost reduction on the amulet, but I’d at least like the cdr on it! 
All good ideas. I think Int% makes the most sense since the item itself wants more Int yet uses the slow where the most int is possible.
But there’s lots of ways to make this work. It just needs to be about equal to an offensive amulet and it’s not.
