Error Code: 397006 Across all my devices

Has anyone found a solution to this problem? I’m from the US, and I noticed that I started having this problem after I bought a new PC for gaming. It came with Norton 360, and I left that as my antivirus for a little while, after trying to play Diablo IV on the new PC it would not let me connect to the game anymore. The program did come with a VPN, and I did turn it off after I noticed upon a web search for the error code in question that it might have been related to the VPN. I’ve tried just about everything, from uninstalling the game, battlenet, the VPN, and Norton 360 altogether. I even went as far as to set up port forwarding and allowing exceptions through my firewall. It has even begun to affect my other devices, like I have the game on Xbox, and it still gives me the same error code there.
