This is exactly what it is meant for. To be used with a generator that overflows.

Yes, that’s correct. I used 6 of them today.
It’s a rune best used with Cir (cast the same non-channeled skill 3 times in a row) in a high aspd build. Feo is terrible for it. Because it’s flat reduction it can be useful for some builds which have microlags between ultimates (i.e. .4 seconds at max cooldown with no other bis).
Cooldown to keep haspd in check working appropriately imo.
I don’t see how it is bis for anything as the cooldown is 10 times the effective reduction.
Even Zec has a 1:1 ratio. EOM is just weird.
