Enchanting seems to only replace affixes of the same type, so if I’m replacing “Vulnerable Damage” all I’m getting is “Vulnerable Damage” of X% as options. I’ve done this on multiple items.

Very rarely it works correctly. I was able to enchant a useless Life Per Second to Armor on my Chest item. But it almost always gets stuck and doesn’t work correctly. At this point buying items endlessly from the Obol vendors or having M’rak drop caches is your best bet for getting the right attributes on gear.
same here and I really want to play instead of grinding for perfect roles from the ptr vender
If you go to the enchantress before tempering it will work as intended…
