The Wheel opens in the middle the first time opening it upon logging in with a character, any subsequent opening of the Emote Wheel it opens to the First/Left tab till you relog, it will then reopen to the middle one time, then to the left/first tab again.

Edit:
I reset my controls to the default settings, then reapplied my custom controls, and that fixed the issue.
My emote wheel is not showing the option to scroll between the there different wheels, and only stays on the center wheel. I have checked all of the controls settings, and there are no abilities for me to fix this issue.
