These few changes would infinitely change how your leveling and progression would alter from level 15 to 100.
Spirit boons: Deer
Prickleskin - removed - Replaced with Earthen Bear: Your Earth skills are now also Werebear skills.
Gift of the Stag - removed - Replaced with Tempest Wolf: Your Base Storm skills are now also Werewolf skills.
Unique items:
Tempest Roar: Lucky hit: Storm skills have up to a [15 - 25%] chance to grant 4 Spirit. Your max spirit is increased by 50
Vasily’s Prayer: Earth skills fortify you for [X]. You gain [X] Thorns for every 10% health is fortified
The fact these 2 class defining uniques are limited to end game is a shame. The spirit boons have the capability of being more class defining than what they currently do. All 4 of the Deer spirit boons should be redone to alter skill effects.

Great idea. What percentage of players are going to grind into the 90s (where many are reporting that they finally get one to drop) hoping for that random build defining unique to maybe drop? My guess is that even many hardcore ARPG vets would take pause. In my case (casual player), the snail-like grind of 40 levels to hopefully get lucky enough to get a Tempest Roar has lost my interest in the class.
I picked a druid to play lightning storm. After a hundred ish hours I’ve lost the will to continue looking for a tempest roar.
If druid gets some actual love I might play it again in S1, but otherwise I’m just tired of this half baked class.
I got tempest roar at level 73 and it impacted my gameplay so much that I don’t think there is any other option for head pieces other than these 2.
Only reason I even played druid is because my friend boosted me to 50.
