Update: at 40% it started downloading at 100 Mbs and then at 60% went back down to 3 Mbs.
I think that makes it pretty clear it’s not on my end.
Reset the router? Clear the DNS cache? Reset the modem? Do a hard reboot on your PC (Where you shut it down, unplug it, and hold down the power switch) IPCONFIG Renew? So on and so forth.

Doesn’t total traffic accessing a site have an affect on download rate?
(lots of people downloading at the same time from the same site slows everyone down)
Or is that not a thing anymore?
My rate started around 3Mb/s, went as high as 14Mb/s, and dropped up and down between 9Mb/s and 11Mb/s for awhile, until it was done.
I figured it was bouncing around because other people and their grandmothers were on and off the site downloading the game at the same time.

If your mates have also downloaded it, just copy their install and put it on yours.
Problem solved.
Be sure to exit the launcher before copying and pasting the folders though, the launcher gets kinda mad when you mess with the folders while its running.
Does your ISP force a limit if you download too much from one location? Not sure if its a thing, but I wouldn’t be surprised if it was.

Once I set the download limit in settings to 999999999KB/s, it went full speed. Before, the limit was unchecked.
0-4MB/s before up too 100MB/s after.

I have solved my problem by enabling speed limit and putting it to maximum speed i have.
Also check you don’t have a VPN enabled. This was the cause for me.
This worked for me. Oddly it was also hanging up my entire internet before changing that setting. Anytime it was downloading I’d get 0-4 MB/s and I couldn’t even load a webpage unless I paused it. Set the download max speed to 999999999KB/s and its now downloading at 60+MB/s and my internet isn’t hung up, I can load other things now.
After setting this it seems unlocked, thanks bro!
My update is stuck at “waiting on another update…” i tried setting the max speed to 9999999 KB/S nothing work. Still stuck there
Any solution other than just setting max speed to 9999999 KS/S? The update download is very slow.
This, and make sure to disable the launcher option that prevents downloads while playing any other Blizzard title. But removing the DL speed limiter is a big one.
Go to the settings and ACTIVATE the speed limit. Then set the speed limit above your real connection speed. Worked immediately for me!
Best Solutions: Click on yout Download Speed Link that says 800kb/s. Another Window Will Open. Under Network Limit it gives you the option to Limit your Download. Accept it and Insert in Both Fields 9999999 KB/s and Finish the Settings. No Problem Kids this Info was for Free, Blizzard would Safe wanna get paid for Fixing there Own Issue 
I have tried all of the above. Diablo 4 has been downloading for the last 10 hours and is still at 73%. My machine is brand new and I want to reinstall other Blizzard games but at this rate that will take me days! I have reinstalled all my Steam stuff, it took minutes and downloads at decent speeds. I cannot get any higher than 1.60mbps on Blizzard. Any new suggestions out there (apart from scrapping it altogether)
