At a glance, I see both options as equally likely. It’s an ultimate skill, so it should be affected, but the actual damage comes from spells that are not ultimate skills, so it shouldn’t be affected.
I tried testing, but I don’t have enough sources of Ultimate Damage boosts to make a large enough difference for it to be obvious yet.

Not sure. I have some questions like this also. I know that if it procs from enchantment, like the charged bolts for example, doesn’t count as cast.
I’m curious about couple things like does frozen count as stunned?

Frozen does not count as stunned.
I agree it should be clarified, but we’re talking about a team that looked at the affix: “+X% Damage to Affected By Shadow Damage Over Time Enemies” and said “That sounds good, put it in.”
The phrasing on that is painfully bad, and even if they’re just using a generic “[#%] [Bonus] [Condition] [Target]” template it still should have been rephrased.
It’s a Blizzard game, so I’m not holding my breath for in-game explanations that make sense. I’m honestly shocked they bothered to include any description for Injured, Healthy, etc. I was just hoping someone else might have an answer, particularly because Reddit seems split (I found different posts definitively claiming opposite answers.)

That is a resounding YES!
Lightning Spear will stun
Chain Lightning will cause Crackling Energies to appear.
And if Ball Lightning is enchanted, it will spawn static Bl’s everywhere.
And so on and so forth.
So that is a “Yes”, to the spells that got cast while Unstable Currents was active? Meaning that those triggered spells benefit from the “Increased Ultimate Damage” affix?
Or are you just referencing having enchantments and the effects that they do?

I dont get it… The question being asked is if the “plus damage to ultimate skills” stats that can be found on some items add to the damage whenever you cast Unstable currents… Not if it can stun more and do all the other skill point stuff.
The only way to try this out would be to find damage to ultimate skills on all gear, and activating unstable currents… Or at least a couple of items that are all VERY similar in most stats, switching them out and trying it out.

I tested it with my level 96 sorc , this is how I tested it … I used 2 royal diamond gems on my weapon and tested the unstable current on the elite Gate on earthen wound dungeon …repeated the test after removing the gems and here is what I noticed , the attack speed drastically increased as I see the tics go faster for the ball of lighting increased , also the amount of spells fired has been increased …with the gems I had 8 ball of lighting surrounding me …without I had only four …I recorded both tests on videos too

I looked at unstable currents the same way how you use enchant slot with frozen orb. By doing other actions, you summon the spell. A skill +1 frozen orb vs. a +8 frozen orb skills, you can tell the difference in your damage done. I know it is not the same, but the logic behind it is the same for me. So, beside the other multiplier damages (vuln, crit, etc)…and focusing only on unstable, I think + to shock damage, + to shock skills might benefit more.
The answer is NO, unstable currents spells do NOT benefit from +%Ultimate skill damage buff. confirmed with new training dummy room. tested +64% vs +0% and got no difference.
