I don’t think it does. So, I just took those points back and put them into something I hope actually functions. 
Digitigrade Gait is the skill that is supposed to increase werewolf movement speed by 3%-9%. I’ve never noticed a difference with this skill, but maybe it is so imperceptible I’m incapable of noticing it.
