I always thought it would work if you applied the dot while you were in melee range or stayed in melee range.
It should account for your proximity when applied, it may snapshot during that time, or it may update dynamically. Most likely snapshots, as thats how previous iterations worked in most situations. But then again this Blizzard so it could be anything.
Either way, you want Crit Dmg, Crit Dmg While … , Vul Dmg, All Stat / Main stat for most builds. Even on poison builds, additive damage is less than what your Crit dmg would be if you crit on the attack that applies the DoT. Which is why everything that is not multiplicative damage, is false depth. if you dont want to run crit at all for a DoT build, go Vul Dmg, All Stat, Main Stat, Core / Skill damage and stack attack speed.
I would say ask the devs but even they probably don’t know.
