does attack speed make blizzard attack faster?

Attack speed makes you cast blizzard and any other skills faster.
More casts, automatically more damage but it will not increase the damage numbers.

Attack speed will increase damage of the blizzard spike if you manage to solve the mana issue. Either by having lot mana cost reduction and resource generation affix or get a Channelling shrine like in Gauntlet.
