All of my past characters are missing eyebrows and when I make a new Barbarian → only 1 facial type has eyebrows. Every single other one is no eyebrows. Is this intentional? Looks hideous and strange.
They have important things to fix right now. Eyebrows is not even on the list. 
What could be more important than my avatar’s appearance? I bought 2 boxes of this game on release and had working eyebrows. Now I come back and buy their expansion and look ridiculous 
So it is safe to assume they don’t plan on fixing this one??
How about there’s almost no concession to male/female for eyebrows or hair.
Are they ever actually going to make blonde hair? Why is character creation so ugly?

I just want a fat Necromancer.
When D4 came out, Street Fighter 6 did as well. In that game, I can fully customize a character, including things like neck size. Want big hands? Sure. How about massive 80’s style shoulders? Yeah, do it! Want a 4’5 fighter? Yup. Oh - and Street Fighter 6 has cosmetics. And they fit/scale to your character customizations chosen.
D4? Pick hair. Pick earings. Hooray! /s

Of all the things that appearances need worked on, eyebrows would be on the bottom of my list. Sorry OP, but Druid need some serious help. He’s bigger than the horse he rides for God’s sake. Let’s start there.

Eyebrows aren’t linked to facial type. They’re linked to hairstyle. In my experience, there’s one hairstyle that has no eyebrows.

That was the case on release build. Latest D4 is inverted, with only 1 facial hair option having eyebrows. The other 10 look like ridiculous punks without eyebrows. Its immersion breaking and somehow also applies retroactively. My characters who used to look normal now have shaved eyebrows.
My male Sorcerer looks exactly like I want him to look.
None of my other characters do
