Sure they read them. They read them, laugh at them and then forget about them.
I sure hope not, all the forums has is the same 20-30 people Crying about everything they can think of /or trying to spam any other post that could become constructive.

Short answer: Yes. Long answer: You’d be surprised. If something is out there, easily accessible, they will read it, especially if it pertains to them and their products. Even if it may be anonymously lurking, they read it.
Imagine if there was an internet discussion forum that had a bunch of people talking about you and the stuff you made for a living. You would read it, wouldn’t you? Of course you would. You may not register as a user with your Name exposing yourself, and you may not even register to post at all (lurk), but you would read it.
Probably yes, probably not, what the matter anyway. It’s a PC global discussion forum. And after work, any dev just want to do one thing: forget their work.
They ignore the forums entirely, they have twitter now and they barely respond to that. Reddit isn’t even a blip on their radar. The only time I’ve seen one respond in the forums is to clarify a bug of cinder drop rates, that’s it.

They only watch streamer than buff & nerf stuff according to them, mostly anyways since most streamer don’t play sorc look at how they double down on sorcerer nerf with 1.1.0 patch seem obvious enough that they don’t read feedback.
Highly doubtful - they probably have software that scans the posts and tallies up the different topics/requests to provide a summary to the dev team.
Typically what was done in the past, at least a few years ago on the WoW forums, the community manager or someone else would forward feedback to the dev team.
We get zero blue participation here, and I think most moderation is automated.
The nerf to vulnerability? That was the result of the community voicing how much they dislike being pigeonholed into vulnerability.
The community managers spend time reading Reddit and the forums, but they only respond to major issues or bugs. It’s also very obvious that they’re only concerned with class balance, not the complete lack of any meaningful loot system or end-game. So even though there are countless posts about a lack of end-game and how the loot system is terrible, I guarantee they don’t care about those posts.
