I have D4 on my console and laptop. Do I have to buy Vessel of Hatred for both platforms? I already bought if for my PS5 so if I have to buy it for my PC too I’m not buying anymore expansions.

Unfortunately you do. I had to do it myself as a cross-platform player because there is no such thing as cross-ownership. How you think Blizzard makes its billions? It’s ridiculous tbh
