I guess I could go around and just blindly agree that everything is broken even though there is evidence to the contrary.
Except the people that have gotten it don’t count, for some reason.
Yes, I have been repeating myself. I’ve been trying tell folks that it isn’t broken, it is just rare, but you’d rather stick your fingers in your ears.

Complaining about a unique not dropping, and here I am at level 86 and I have not seen a single Shockwave aspect once yet. I’ve seen multiples of every other one, but not even one of those. Over 10K obols gambled too, and nothing.
By the logic of some of these folks that must mean it is bugged and will never drop even though plenty of other people are getting it.
On a serious note, and I have to ask, you are gambling on pieces it can actually appear on, right?
Shockwave is that rare, yes. I’ve seen in gambling once in a ring when was trying for a different aspect. Most common one I see if +2 Earth whole Fortified of all things.
TR is even more rare, I’m level 100+ many hours of grinding in between attempts at Lilith, never seen it. This is including a happy weekend start of log in, do every helltide, world boss, start leveling glyphs that no one uses and playing for quite a long duration and never seen it.
I’ve finally given up clearing Lilith on my druid, since there’s zero builds to clear her without TR it seems. Where as rogue, barb and necro can do it much faster and easier, not taking 5+ minutes to clear one part of her health bar due to crap damage.
I believe it. It was a long time before I ever saw a blurred beast drop. Same with Conceited. I’m not super familiar with werebear aspects, honestly. I’ve never really looked at it, but I wonder if there is a better item to gamble for when it comes to some aspects.
Made up example: Aspect l drops on 5 item types, but of those 5 item types, three or four of them have multiple categories of aspects, like utility/mobility/whatever, which increases the potential aspect pool. On the other hand, the other of the 5 items doesn’t have as large of a potential pool, and would therefofe be the “better” choice to roll on.
Makes sense in my head, but I’d have to look at everything to see if it actually makes sense.
You cap at 1000 Obels quickly from 1 Helltide, so easy to test. But with over 9 days playtime on my Druid, I’ve seen 4 Shockwave with zero perfect, 1 Perfect Blurred and many not so good.
I’ve tried the whole gambling with offhand, 1hand, 2hand, etc etc. Offhand and 1Hand seem to be the best, but to get perfect rolls would prob take forever to get.
Don’t think you would need to even get obols to test it. I’m not home at the moment to open multiple windows and scan everything, but I would look at it like-
Slots it can be on.
Number of potential aspects on each slot.
Gamble on slot with lowest potential number for possibly better odds of receiving aspect.
In Nevermore’s case it also a matter of making sure the right slots are being gambled on. I feel like it’s an easy enough mistake to make if you’ve never looked at what the aspects can roll on. Which I’m not implying, by the way, but still gotta ask 
.
Oh, am just saying I’ve tested it prob several dozens of times. I cap on Obels before finish opening up all 4 mystery chests, since farm the events during helltide to quickly get the shards for the chests.
I got my best luck on 1h and offhand, and facepalm when was looking for a different one and got it on ring.
I think i have found 2 or 3 tr but i have a lot of Playtime, Unfortunately i Wish i had Anderiels helmet cause i use Shred Rabies and the poison Paragon Board and glyphes. Im Not the biggest Fan of Hurricane on an melee build

you are correct that people do get them;
however i think there’s a coding or programming error somehow that makes certain people ineliglble for TR.
and it has to do with the receiving the bear helm before the tr helm.

95 and not one TR, got plenty of every other unique though.
I have gotten 4 - 2 sacred, 2 ancestral level 80 now. Only seen 1 Crone staff at sacred though. Would love an ancestral.
I think the key is to play a build that doesn’t need a Tempest Roar. Doing a pure storm build, and been getting shapeshifter uniques every other level.
Oh hey, my second Tempest Roar just dropped from a NMD reward.
806 item power but a bunch of mid rolls. Bleh.
And here’s me, with 3 tempest roars and no one to trade my spare 2.
don’t lose hope, got my 1st tempest at lvl 88 running NM dungeon dark ravine from cultists (Helms increase drops from cultists and cannibals).
before that I was hitting like a WET NOODLE, even got my masters degree at min-maxing, and understanding all the damage buckets with my clunky pulverize build, it was sad being a leech at 40+ NMs, then I got waxing gibbous and mad glee and respeced to shred at level 87. Then I got my 1st vasily (like wtf?) and then shortly tempest dropped 1 level after, respeced again to nado and everything melts and I am wearing crap synergy equips just for nado wolf aspects.

In my current experience, I see that many druids have issues with unique items. I am currently lvl 95. and the path of the tempest has never fallen. but there are people who report having that item.
The problem I’m noticing is that the vast majority of those without the item were level 75 or higher. For reference, I used my level before the patch. and there is a vast majority that was below that level when the patch came out. and they currently have the path of tempest and even more unique druids than us.
In my case, I get 1 druid unique item for every 7 unique items that are general (like glacial burn).
I think it would be good to report it as a bug and see the druid, if there was a problem with some of us or if everything is fine, but I feel like there is a problem, especially with those of us who were higher level before the patch.
a streamer that I see, has more than 150 hours. It was lvl 100 2 weeks ago and to date tempest road has not yet fallen. and it has a better drop of uniques that are for all classes than for the druid.
