When using debilitating shout I shift into a werewolf. This should be werebear.
There is a legendary that does this…check your equipment…?

That legendary makes your Grizzly Rage turn you into a Dire Werewolf, but I don’t know if it affects Roar as well. I had a staff with that effect drop for me today. I’ll test it out when I’m back on.
There’s another legendary that changes Debilitating Roar(Werebear) into a Werewolf ability.

If I have that item equipped that makes it a werewolf ability does it hurt me to use it as a wearbear?
You can freely use it, however it all comes down what your “main” form is, cause there are additional benefits to werewolf and werebear shouts.
I’ve also noticed one thing. When using Werebear Roar, the mobs get a slight stun, while if using the Aspect that changes you to Werewolf, the short stun is gone.
Use whatever you feel is best 
i have no idea how these druid aspects work where it says your “debilitating roar is now a werewolf skill”.
Doesn’t make any sense because it doesn’t tell you what roar does as a werewolf defensive… I popped it and didn’t notice anything except the fact that I lost my little stun when it was a werebear skill!! Craptastic legendary affix for werebear.
It makes it a werewolf skill, so you benefit fromm all passives and such that benefit werewolf. It also lets you use it during dire werewold form as you can only use wolf or bear abilities during grizzly rage depending on dire bear or dire wolf form
