Orton becomes unkillable after engaging him. I one shot him before his dialogue could finish, and he became invulnerable with a sliver of health left.
Edit: Waiting for him to stop talking before engaging him and the ambush seemed to work.

How did you restarted the quest ?
i removed the quest and restarted it but the ambush didn’t restarted…
