How does it work with all the options?

Flat DR is always applied.
The rest is conditional, so Close is melee range, any damage outside that and it does nothing, with the reverse being true for DR Distant.
DR when fortified only works when you have the fortify buff.
DR when Injured when you are below 35% health which does nothing if you get one hit, it can save you when you are CC’d and getting plinked away and drop below 35%.
Ideally you want flat DR, with DR close, and then which ever conditional is most effective for you.
As a general rule of thumb, the lower the max value of the rolls the more powerful it is. (for DR)
Like everything else, Damage Reduction (DR) have diminishing returns. So, if you have several items with DR, they do not add. As such 10%, 10% and 10% is not 30%, it is 12 because mostly everything is multiplicative.
Now, to answer your question. DR from close enemies is separate from straight DR. So, neither is inherently better. However, straight DR will always apply but close enemy DR will only apply if they are within a certain distance. If you have found that most enemies (even those with ranged weapons) come more or less right up to you, close enemy DR would be better; if you find that ranged enemies do not come close to you, straight DR (as it always applies) would be better.
This is interesting to me.
I know they’ve said fortify DR works even if you get 1shot from above your fortified HP, but does this not apply to the “DR while fortified” stat?
Also yeah, DR while injured.
I think this has been proven to be a very unhealthy mechanic by Rob if you class can abuse barriers (Druid) because of how big DR while Injured rolls are, if you can get injured then stay there and never heal.
They should really just make it work on hits that affect you while not injured and take you to injured, like fortify, or endurance in Last Epoch.
