Damage Bucket question

So there are supposed to be 5-6 damage buckets. Main Stat, [X]% Damage, Attack Speed, Crit, Vulnerable and Damage To/VS/With.

I just got a weapon and I wonder why “Damage to Close/Slowed/Crowd Controlled” roll so much higher than for example “Damage to Bleeding Enemies”.
The “Damage to Bleeding Enemies” is 1/3 of the others even though its in the same bucket and therefore only adds up (Dmg to Slowed ~60%, Damage to Bleed ~20%). This seems terrible design. All my bleeds already Slow and CC with 1 point in my skill tree.

Your paragon board should take care of some of the Damage vs “X” stuff.
For your items, stack vuln, crit and main stat , cdr and attack speed.

Because they are not well designed, or is intended, usually more specific damage has higher magnitudes, in this game 90% of damage happens in close range no matter if you’re a “ranged” build. Also happens close has one of the highest magnitudes, as everything is added up, just get your crit, vulnerability, close, and main stat, and you’re good to go.
