I have four magic occult gems but the popup says I’m missing a gem resource. Does it require a specific magic occult gem to create?

You have enough Restless Rot to make it?
If you “Right Click” on what your trying to make it’ll tell you what your missing. 
(assuming your on p.c.) - Do you need restless rot to make it…? Now I’m not sure.
*Chances are you may be missing something.
