Blizzard already does that kind of cosmetic stuff that is what Overwatch is for because it is and esport international stage. Heroes of the Storm did it too back in the day when it was active.

Imagine poor little ingame me having the german flag attached to my old horse. It would take only a few seconds until a player named Indiana Jones would whip my tiny lower back

I prefer to be able to drop flag in and outside of town like in d3.
