I’ve been playing season 4 since it started and picked up several hundred (or more) items. Not one single item showed up with Cooldown Reduction in the main stats. Occasionally it would show for the upper grouping of stats for high level ancestrals, but never the main stats that are enchantable. Worse yet, I tried enchanting for it, when it showed as an option, and no matter how many times I rolled, it would not show up at all.
It seems very likely that when Blizzard decided to “nerf” Cooldown Reduction they may have also broken the possibility for it to show up AT ALL, or at least at an extremely rare drop rate.
I invite any and anyone to try and roll for CDR or see if they have any drop with the main stat at all. I haven’t seen anyone mention it on the forum, but other people on the net have mentioned the same issue happening to them too. Unless you are specifically trying to get good CDR, you might not have noticed.

I have no idea. And apparently, Blizzard does not really care at all, because it IS being talked about on Reddit, but not here, apparently.
Okay, I DID see one single CDR on an amulet yesterday. One. Out of of about 2000 pieces of gear I’ve picked up. The rate is still outrageous. CDR should NOT be more rare than getting a unique ancestral. And it definitely is. 1 CDR stat to 7-8 unique ancestrals means something is very wrong.
I know it’s a bit of a necro post, but I want to add that in Season 5 now, I’ve rerolled for CDR on my helm about 35 times so far and I’ve seen every other possible roll pop up, but not CDR yet. I’m beginning to agree with the OP that in nerfing CDR they broke the instances of it showing up on gear at all outside of gear that has CDR as part of it’s standard kit i.e. Tal Rasha’s or Harlequin.
