btw there is also a cap they introduced to cdr. i dont know it off the top of my head

Cooldown Reduction
Now Capped at 75% from Gear only. You can still get cooldown resets or additional cooldown reduction from other sources like the Skill Tree or Aspects.

Will be very difficult to reach though with how they changed CDR.
