as stated above. attempted all recommendations in the forums, clean install, updated drivers, vpn, cross play disabled, modifying settings in battlenet, changing DNS, modifying settings in my router, and so on. No issues with other MMO’s just WOW and D4.
Also attempted to submit a ticket with traceroute, pathping and winMTR but ticket wont submit. any assistance or guidance would be appreciated.
What ISP are you on?

Is there any chance you can test on a different ISP, just for giggles? Not sure what kind of system you have, but if it were at all portable or a neighbor. Just an idea.
fiber but not true fiber. it hubs to DSL I believe and I’m wired not hot spot. desktop setup. the other ISP is Shaw but i cant immediately attempt to connect as my rig isn’t mobile.

If I’m reading it right its as if its not even making it to the blizzard servers but I’m not network knowledgeable.
Well, these tests are not exact. But from what I can see, the problem isn’t local.
Many servers don’t even reply to these tests which is why you get loss on one for 100% and eventually it stops.
In the list of things to check there is a ping test you can do too. And you can do this to test to multiple places, simply by their website name. Like google.com or microsoft.com, or blizzard.com or battle.net.
For that test, just follow the steps on using the ping command and run it for say 5 minutes to various different websites.
What we are looking for is overall average loss %. It should be 1% loss or less for ALL connections for it to be solid. 2% is marginal. At above 3% loss, that’s when things start getting goofy. At 5%, websites can fail to load correctly. Above that, lots of things don’t work.
This test will not work on the game servers, as they won’t respond to ping requests. But most public websites will, including the main Blizzard sites.
Keep in mind, the longer the test runs, the more accurate it is.
You can also use this against your own internet connections. Like the router or the modem directly. That will show any loss in your network if you do have any.

. The -t allows the test to continue till canceled.I’m using this just to see what your ping is. Run the test and time it for say 5 minutes. After 5 minutes hit CTRL+C. Then view the results. It will show number of packets sent, received, and amount lost. And will show the latency minimum, maximum and average.
Please note, we are testing this using a server that will respond to the ping request. The Diablo IV game server IPs will not work. This is to get us a gauge on how your latency is to a connection.
Similarly, you can run this test to
google.com
or any other place to test as well. If you run this test and every place you test shows a lot of latency, then you have issues, potentially at the router/modem.

Well. That looks pretty damn good. That’s what you want to see when testing connections.
That doesn’t help with the server connection as a test, but not much I can do there.
At least we ruled out your local stuff and we know the website works. lol
ya its frustrating hunting these things down. I just jumped into D4 for a few mins and immediately jumped to 1000+ ms latency but the whole time iv been exchanging msg’s with you iv been doing dungeons on FFXIV no issues. just wana get my grind on haha.
Massive latency spikes into the 2000’s here and on Frontier fiber. Funny thing is, I can play eternal realm fine, it’s only the seasonal server.
