how do i complete this quest?
If you made your first character immediately after season start, it seems to have been broken then. Make a new seasonal character and go talk to the very first person standing near the building with the wardrobe in it, it should automatically complete this challenge.
It seems like the first person to talk to was missing/broken, so moving forward with the season quest took you down the quest chain and flagged the first person as “already spoken to” without actually flagging the challenge as completed.
