I completed the Cathedral of Light at lvl 47 (leveled up to 48 upon completion). I got the achievement for completing the dungeon. I used my town portal to exit the dungeon, and then logged out to change world tiers. I was not able to select world tier 3. I logged back in, and verified that I have the achievement for completing the dungeon. Still not able to select world tier 3.

Try interacting with the World Tier Statue in Kyovashad. I had the same experience, but realized when I logged into tier 2 that there was still a quest marker on the Statue.
It’s a weird way to do it… but there’s an XP reward associated with the “priority quest” completion, so the Statue is how you collect that and unlock the next tier.

I’m having this same problem. I unlocked Tier 3 last night and while the statue will allow me to select it, my world tier doesn’t change. When I log out, tier 3 is locked, however, I have the Cathedral Conquerer challenge achievement. I am only Level 36, but there doesn’t seem to be a level requirement that I can find. Unfortunately, this is keeping me from being able to play with my friends.
