I see the colour Palette has a wheel with different colours. Can you spin the wheel to different tones? or am I doing it wrong on the PC?
You can set tones to an item specifically or apply tones to all of your armour.
The colours you select apply to sections of gear and the tones are preset based on the original texture:

You don’t spin the wheel. You just select the colour palette and the item changes to the colours from that selection that blizz artists picked for you.

Click once, it applies to the item. Hold for a second or so (the color wheel icon spins) it applies the color scheme to all items.
