Close the shop and add all the cosmetics as rewards for completing challenging content or as achievement rewards.

They’ll never do it.
They have somewhere around 200 million reasons to not do this. So far. More reasons every day.

I get the point being made but otherwise why on earth would they do this? They would attract maybe two new people at the cost of their biggest revenue stream.
I only ever bought one cosmetic, the plague rat necro set that I will still use if I play necro again. Also the lynx mount with my ultimate edition platinum.
For every player like me there is at least one more that has bought several and that adds up.
Cash shop is basically a staple of modern gaming and has been for probably 10 years. They will never ever walk it back.
If you ever make a game that does this, I will be the first to beta test it for you. I’ll even let you pay me for it.

Are you going to quit your job to pay your bills?
The model of purchased games, install locally with choice of online seems to have died… Too many who are willing to pay for cosmetics so they look good on portal screens… Most of them don’t care about game play.
im pretty sure theyll internally discuss your suggestion tomorrow in an emergency meeting.
