Is it possible to move a toon to another battle net account like in WoW?
I am sorry BrendenG, but character transfer between Battlenet Accounts in your name is not something that can be done for any game besides WoW.
EDIT - I missed it, but no you can’t transfer between accounts not in your name either. That kind of goes without saying as it violates all the rules Blizz has.
If you can’t transfer it between your own accounts, you certainly can’t do it between yours and someone elses’.

Yeah that is not something Blizzard ever allows. They don’t allow transfer, gifting, or sale of accounts, characters, or anything else.
The ONE exception is putting an account in the name of a child when they turn 18 and it requires documentation proof of parental relationship and such for CS to do. For a minor it is recommended the account be in the parent’s name to accept the terms and handle and account issues - as well as set parental controls.
