After reading about S10, I think chaotic items may be a good addition to the game. It looks like a first attempt of “influenced” item where the content influences the itemisation of the game itself which is nice.
The issue I found is their acquisition be boss targeted kind, instead of a more generic chase.
Also, I think there is a miss opportunity here, since we are adding another layer of itemisation with them, why not expand crafting too?
Chaotic Items Acquisition
I suggest making them a rare drop from rift influenced monsters too. Not common, far from that, rare enough to be a thrilling drop and perfect ones a big chase.
The boss can still drop them with a better drop rate, but there should be other ways that we can also go for them.
Also, consider expanding the rifts influences to other activities, like we could have a tribute that would make chaos rifts appears in under city and add a chance for unique items to be chaotic on rewards.
Mind cages like systems could influence world events like Legion to also do that.
Once again, they would add a chance for the item to be drop. The rarity should be adjusted against content difficulty. However, they would still be chasing
Chaos Items Crafting
Ok, let’s talk about crafting. Since we changed acquisition and the boss will not be the exclusive way to farm them, let’s make this boss has something for targeting farm too.
The idea is that this boss will have a very small chance to drop a special crafting material. This crafting material will be used in Chaos Crafting.
Chaos Crafting will enable you to sacrifice a unique item to transform it into a new random Chaotic Item. This drop will be very rare, so this crafting needs to be powerful, so here is the twist:

While the item is completely random, it will still holds the number of GAs from the original item.

This craft is risky, the bigger the number of GAs, the greater is the chance of failure

Failing the crafting will void the item completely, vanishing it.
So, if you get that cool 4 GA to spare and want to try your luck you might be able to get a god item, or nothing.
This will expand crafting by a lot actually in D4. It will also expand the concept of crafting base in the game, since uniques of any kind will also have a value due to their GAs.
Master crafting this beast will also feel like the final touch.
