I started playing hardcore with all the campaigns complete. When I’m in Cerrigar it seems like it’s partly stuck in story mode with lots of fire, a lot of doors are closed/blocked and I can’t get in to places like the inn. I also noticed two NPCs standing near the northwest exit. Both are named “Guard Dalen” and have “…” over their head, but when I talk to them, where I’d normally see quests or dialogue options, I see:

I haven’t had any issues like this in any other place, although I’m not done exploring the map fully yet. This town just seems to be in a weird phase.
Edit: I logged onto my not-hardcore character to double check and it seems to be happening there, too. I usually log off in Cerrigar so this seems to be a recent thing.
