I can’t make Potent Vows and In Agreement to count no matter what. I have completed the task for 20 pacts which have to have 2 items with 5 pacts on them. Just applying basic logic it is obvious something is broken. Latest hotfix didn’t include anything regarding the issue.
Same problem for me. I’ve completed all the tasks in season journey but can’t complete chapter 3 because of Potent Vows is bugged. The “In Agreement” task which requires “equip a piece of armor with 5 identical Pacts engraved on it” is completed, but Potent Vows is not.
I’ve tried to equip a dropped piece of armor that already had 5 pacts, tried to engrave 5 pact on chest and gloves, re equip chest and gloves, create a new character and equip a chest with 5 pacts on it but still nothing.
Is there any workarounds exists?
The latest build 1.2.1.46666 didn’t fix the issue.

I’ve had this problem since season day 1. Today’s update still didn’t fix it.
