I must have done 20-25 strongrooms, I’m lvl 50 and still wasn’t able to conclude the FIRST chapter of the seasonal journey. What sort of brainless grind is behind this season?
They were slower to drop at lower levels but found they speed up. When completing a Strongrooms pick everything up, just everything, seems to help. Also getting max rank for the boss to spawn also helps. Doing both of these things specially level 50+, I maxed out on Arcana fairly quickly.

Like the infernal hordes, choose stuff that will help you max the rank to spawn the boss…i have all the seasonal stuff maxed out (even stuff i will never use). For the seasonal questline, it is supposed to give it to you if you are farming for it for a quest. 2 characters, both found them all during the questline…every single time.
As @Shoklen said, pick up all items from the boss. Arcana can appear with magic/rare labels on the ground when dropped. If you ignore magic/rare drops and leave them on the ground, you will not get the blue/yellow arcanas.

I realize this is the third time now this has been said in this thread, but THIS!! Definitely slowed me down for a couple days. I got two legendary ones first and then a long dry spell. I thought how the heck did I get that lucky? I wasn’t picking up the blues and yellows!! 
Don’t feel bad, on my second character I forgot to assign my seasonal power to a skill, didn’t realize it till I was entering T3. haha

I finally got my 3rd arcana to finish chapter 1 when I hit paragon level 36. I am now p 87ish, and I haven’t gotten another one to drop even though I have only been doing nightmare dungeons with storerooms since then. I guess the RNG gods don’t like me, but even picking up everything I am not seeing arcana drop.
I do feel bad cause I did pretty much the same lol
