Via support tickets ive been told to report my issue here.
i cannot whisper players that are not on my friends list.
its making trading tricky to do lol.
i have checked my account settings via battlenet in website many times and all shows that whispers are enabled.
Not so long ago i could whisper players, maybe something in a recent patch has caused this?
