On PC diablo 4. I believe I have a problem with my privacy settings. I cannot whisper anyone. I can open there name up and type a message but when I go to send it it wont (and it doesnt say anything), but when I ask them if they received the message they say no. People can whisper me. I can chat in clan chat, local chat, party chat. Everyone around me says they can whisper people. I did get an error code 7000. I looked everywhere in all my settings on battlenet and diablo 4 and everything is public. Please look into this. It is making me want to quit. This is not a once in awhile issue. Its been happening since game released.
Please help me 
It may not be a bug but its making this game unplayable.
