Invite is grayed out with hover over text reading “Player has not unlocked access to your current world tier” even though we are on each other’s friends list and are both on tier 2

Go both to tier 1, and switch to tier 2 at the statue.

I’m having the same problem. Both me and someone I want to group with are on WT4 and we are getting the same error when trying to group up with an invite.
Regardless if this can be fixed with a WT switch, it’s still a pretty serious bug
The specific error is “that player has not unlocked access to your current world tier” (even when we are both on WT4, I can see in the friend list he’s on WT4 also)

We are experiencing the same bug on Tier IV.
As a workaround, we send invites through PSN.
