Consistently, across many days and play sessions, I have noticed that the player cannot interact with the Damned Soul placements when the Helltide is in Kehjistan.
Other regions are not impacted - specifically this only occurs in Kehjistan. The player cannot interact with any Damned Soul and thus cannot claim the Abberant Cinders.
