Starting new character, when I go to the heavenly forge and talk to Hadriel and then try to access the forge itself to sanctify something. I am able to do it first time but when I go to try and open the forge / sanctification window again, it won’t open. I’ve tried talking to other vendors, leaving the heavenly forge area and coming back, logging out and back in. I give up and go get some more rep to eventually get next reward tier from talking to Hadriel and it lets me access again, but then not again after that. I’m not sure if that’s anecdotal or what.
Is this a bug or by design or what? I’ve had a couple friends say they are having same issue.

I think it only works on yellow and better items. It also seems you can only do one or two at a time until the heavenly item you use to buy them comes into player at end game.

I mean to say, the sanctification window itself won’t even open. Like, I click the forge to access/open the window/overlay, but it doesn’t open at all.

what heavenly item? I cannot seem to find anything in the material/currency tab that looks relevant to this.
And when I was able to get the window open, I do not see any type of currency listed on the sanctification window except my gold, but it just shows my current gold, not a cost, and when I did sanctify something, no gold was removed.
What currency?
The Sanctifiation forge is not always available by design as far as I can tell.
The portal to the forge in pre-torment after killing a lesser evil says the forge will only be powered while that portal is open. After it closes you can’t use the forge again until it gains power again.
This is the relevant part but you might want to read all of it.
Sanctification is a final item enhancement available during the Season of Divine Intervention. It is meant to be the last upgrade you make to an item, as once an item is Sanctified you can no longer change anything about it. This is mostly a concern during the endgame, where you want to be sure that you’ve already Tempered, Enchanted, Masterworked and socketed your gear, before you choose to Sanctify that item.
In order to Sanctify your items you have two options:
- Pre-torment: After defeating a Lesser Evil in one of the areas they’ve taken over, there’s a chance a portal spawns that takes you to Hadriel where you can use the Heavenly Forge to Sanctify your items free of charge.
- Torment: To gain access to the Heavenly Forge during the endgame, you need to gather Heavenly Sigil. These drop from activities involving the Lesser Evils, such as defeating the World Boss Azmodan or looting the Lesser Evil Hoard’s after summoning and defeating Azmodan just south of Zarbinzet in Hawezar. The Heavenly Sigil allows you to teleport to and then Sanctify at the Heavenly Forge, which consumes the sigil.

and i think you only get to sanctify one item per portal, pre-torment.
