Viscous Shield is basing the HP off of your baseline 400, not your real current Max Life. So if you go to 20K HP and give yourself a 20K Shield, its doing 20K shield vs 400 HP and giving you a massive massive DPS bonus.

it’s absolutely a bug. even 4000HP barrier, it increase 4000/12=333%
