Can someone explain a simple damage test result?

Two Sorcerer Builds (I know, already a loser that needs to git gud)

Lightning Spear – tool tip says 9,196 damage per hit
– crits for 850k to 960k PER hit to boss dummy (and as low as 9k)

Ice Shards - tool tip says 15,398 damage per hit (per shard, 5 cast at once)
– crits for 140k to 150k PER hit to boss dummy (and as low as 2k)

Why does a fully capped Ice Shards build (all 12/12 and 46 glyphs) do less damage than the tool tip states when compared to a midway Lightning Spear build with 8/12 and 46 glyphs – when the GAME says the Ice Shards should be doing much more damage? And the key damage multipliers (crit chance and crit/vuln damage) on the Ice Shards build are nearly double those of the Lightning build.

Numbers come from a solo toon at the Single Boss dummy. No buffs, no potions, etc. Fresh game start. As basic as it gets.
