Wasn’t sure where else to put this, since I don’t know if it’s a bug or my own ignorance. Put it on pc general but was getting constantly rolled down by all whining. 
Short story:
Seasonal character. Rogue. Skipped storyline, completed seasonal storyline.
Entered T3 around 46. Currently 56.
I’ve run/completed NM 1 a good 10 times. Have yet to see a NM 2 sigil.
Can’t craft or break down sigils at enchanter. Both options greyed/blacked out.
No quest to pick up (that I can tell) to upgrade/advance.
My consumable tab has at least 15 NM 1 sigils in it, and it’s getting to be too many for my liking.
Any thoughts?

Man that’s some pretty bad rng. NM dungeons do tend to give me a sigil or two of the same tier usually and occasionally one tier higher. Tree of whispers might help in your case.
Also, quickest way past this is to just join someone who has higher sigils since you’ll unlock sigil crafting and probably get 1-2 higher sigils. You’re welcome to join me on a NM dungeon btw.

Update: Tonight I ran 3 more and I was to the point I was going to reach out to get those in game names of those who offered assistance.
Decided screw it, I’ll give it ONE MORE.
Ended up pulling a NM 2 and NM 3 on same drop! 
Persistance is a virtue until it reaches the insanity level.
With that NM3 completion, I smelted down my pile of NM1 keys and made a NM19. Swiftly cleared and dropped 2 more NM19 keys. I’ll take them! I’m lvl 60 now (hit it mid dungeon), so tomorrow will be time for another attempt at the ketstone into T4!
