I just rerolled for a Triple Crit on Cooldown for my Arreat’s only to find out the minimum cooldown is locked at 9 seconds regardless? Might of been nice if that was mentioned in the tooltip before I wasted all that time farming and rolling.
CDR is hard capped at 75% even with Channeling Shrine.
They could have clarified that the cap applies to all kinds of CDR, but CDR tooltip does say it’s capped at 75%.

Just means I wasted most of a week doing a triple when I didn’t even need a single. I’ve already rerolled for double on ultimate damage and single on life. Gonna use the extra life to offset going for a triple damage crit on my Grandfather instead.
Yea you’re right. Guess I should have assumed they were considered the same stat.
Not all skills follow that hard 75% though. Some can go even lower if you keep applying more CDR. Which ones can and can not? It’s not documented anywhere in the game. So I concur with OP, very frustrating to chase and waste materials to find the results.
See that’s what I assumed. I figured you can stack 75% Cooldown Reduction (that specific stat) then skill specific cooldowns.
Oh well, at the end of the day I was wrong. Time wasted sucks but I’ve already adapted my stats around it.
Can you cite one? I’m not calling you a liar, I’m legitimately curious. Any I’ve built around got capped at 75%.

CDR is hard capped at 75%. The only way to further lower the CD is using effects that reduce cooldown by a flat amount like sorc’s Enhanced and Roaring Ice Blade upgrades or Barb’s shouts with Marshal glyph.
Yeah, I knew that. It’s a flat number, so not actually CDR%.
And some don’t start cooldown until after the effects/animation expires.
Isn’t that because some of them can have increased duration?
I think a better example would have been Necromancers Abhorrent Decrepify.
I think it’s because you could re-cast during the duration and maintain whatever bonus the ability conferred. I believe the Druid Skill Grizzly Rage would do this if your cooldown were low enough. If I remember correctly, Grizzly Rage was the first skill to get that treatment.
So now, no matter what - there’s always a break between casts.
Yeah that is the point. When you can’t lower the CD further, you increase the duration if you can, to the point where they overlap or duration becomes longer than the CD. Like what Necros do with Soulrift. They stack duration tempers and CDR stats to the point that they can recast while the duration is up.
I don’t know why GR had that treatment, it wasn’t, and still isn’t even the best ult. And yes, before you could lower it’s CD to the point where you could spam cast it almost. But again, why do they treat a skill different than others? Like the above exaple, why can Necros spam cast their best ult, but Druids can’t spam cast their worst ult? Makes no flipping sense.
I think because GR conferred a significant damage and damage reduction bonus. Having it always on with no further ramp up tine was what they disliked. But who actually knows?!?
I would imagine Soulrift is next on the chopping block. They already nabbed Blood Wave/Tidal Aspect by preventing another cast until the first 3 waves completely finish.
If they wanted to, they could have done it the upcomeing patch. Maybe they let it live for a few seasons than gimp it like the others. Who knows?
They still might. Patch notes aren’t final yet. I can’t ever explain the reasoning of these devs.

how did you get to 9? im stuck at 10.25 i dont have harlequin crest does the increased pluses lower it more from that helm? 9 would be fine using a naguzec runeword theyd be up permanent…
Ultimate skills base cooldown decreases with each skill rank.
Since you don’t have Harlequin Crest the highest CotA rank you can get is 10, which has 41 seconds base cooldown.
