Anyway, is there any cool fun build I could try with it?!
EDIT confused: It seems to multiple my skill damage by 3 when used on the dummy in Kyovyshad…
But… shouldn’t it be x1.4? Confusing…
Blizzard/shards/chain lightning all like that ring, to my knowlege. High attack speed with esus ferocity.

I use mine with Forzen Orb/Conjuration to solve mana issue.
It should be 50% multiplicative after 5 seconds. Due to RNG damage, it will be difficult to validate whether youre getting 30% or 50% because you have a few other glyphs and skills that take time to ramp up damage
When you get starless, you can move move away from MCR on your other gear and put those affixes to better use.
Starless is good for mana hungry builds where revving up damage while standing still is not an issue. For example in PVP, sometimes you need gear that causes immediate high damage to get a quick one-shot death. So starless is not good in this scenario because you need to rev-up the damage over 5 seconds
While I like the change to RoSS, I wish they would have also changed it from 3 sec to 4 sec to capture the 50% rsrc reduction/dmg (i.e., it went from a 1.33 atk/sec req to get 4 stacks in 3 seconds to a 1.67 atk/sec req to get 5 stacks in 3 seconds). Seems small, but requires more affix / aspect / key passive investment (esp depending on the skill’s animation breaks).
any build with any class fits well the starless sky ring.
Frozen orb or Ice Spike work best with this ring.
