Yeah, preferably one with cheese.
I’m about 100-150ms ping. The waves come within 1 second, though the visible outer edges don’t really start to show until halfway in that second. (I.e. the middle portion is often obscured by spell effects.)
Figuring reaction time is roughly 250ms and ping before my character actually responds, that leaves me with 100-150ms to make a decision and actually move to the appropriate locations.

Hey sorry for the bad news but they fixed phase 2.
Even if you get her hp down to 1 and trigger the flight phase she will now spawn her blood orbs or whatever you want to call them.
What im trying to say is even if you one shot her you will still need to avoid some of her mechanics.
When in doubt, please reference latest Carbot animation video on uber lilith fight. Both instructional and hilarious.
And yes, Decklan is right, they have given uber lilith anti cheese shield during phase 2.
Its not as bad as the spikes tho. You can still cheese that out in phase 1.
You need to run a wide circle around the arena while avoiding the orbs.
If you skip her mechanics in phase 1 and then skip the majority of her mechanics in phase 2 you should be successful
Don’t forget to use the flame shield enchant to cheese at least one 1-shot mechanic.
