I’m at The Onyx Watchtower Stronghold and have cleared the entire encampment but the Captain’s lietenants has not spawned at all. I’ve ran around each section 4 times to make sure I wasn’t missing any enemies but it’s just empty.
I had that happen to me 4 times in a row before I was able to clear it. One of the times it appeared that enemies had spawned underneath the ground.
