I have been playing for last 6 hours, 0 tempering manual have dropped while I have looted over 500+ legendaries. I am a rogue with 1/21 weapon tempered learned only… what is going on…

Just to add on, I have some friends rushed me to 100, most of the temper manuals may have dropped before… but I never picked them up; therefore, never learned, but the issue is now temper manuals do not drop AT ALL…
